Perini Management Service’s work on Base Kodiak includes unexploded ordnance removal, waterfront improvements, a new fueling utility building, utilities, cutter shore ties and other site amenities, according to a Monday news release.
The Coast Guard awarded the new Alaska contract under the accelerated design-build to budget project delivery method, according to the release. The delivery approach, which was included in the National Defense Authorization Act for FY2026, integrates design and construction.
It is part of a broader trend of military agencies using Other Transaction Authority to speed procurement, according to a LinkedIn post from AEC firm Haskell. The process compresses early stages of a project by asking bidders to respond with solutions to a specified problem, instead of bids for a prescribed scope.
Work on the Perini Management’s Base Kodiak project began last month with substantial completion slated for September 2030.
Skanska’s Coast Guard job in Newport, Rhode Island, entails the demolition of the existing Pier 1 and construction of a new pier capable of berthing four offshore patrol cutters, according to an Oct. 2 news release from the contractor.
Skanska’s project has also started, with work slated for completion in March 2030.
