MORRISTOWN, NJ — Plescia Construction & Development, a commercial general contractor and construction management firm headquartered in Morristown, New Jersey, today announced the appointment of Glenn Flood as Senior Estimator. Flood will lead preconstruction and estimating efforts across the firm’s commercial construction portfolio throughout New Jersey, New York, and nationwide.
The addition reflects Plescia’s continued investment in strengthening its preconstruction capabilities, which the firm views as one of the most important components of successful project delivery. By emphasizing detailed estimating, early planning, and disciplined cost management, Plescia aims to provide clients with greater budget certainty and more efficient project execution from the earliest stages of development through construction completion.
About Glenn Flood
Glenn Flood brings more than ten years of estimating and project management experience across some of the most technically demanding sectors in commercial construction. His background includes commercial interiors, retail, healthcare, financial services environments, industrial facilities, aerospace and defense, and ground up construction.
Most recently, Flood served as Senior Estimator at a competing firm, where he led RFP pricing efforts across retail, healthcare, financial services, and private sector projects. His responsibilities included trade scope development, material takeoffs, subcontractor bid leveling, conceptual budgeting, and design phase cost analysis — core preconstruction functions that align directly with Plescia’s project delivery approach.
Flood also previously held a dual Project Manager and Estimator role, overseeing work for major financial and real estate clients including CBRE, JLL, Bank of America, Citigroup, Capital One, TD Bank, Santander, Chase, and Charles Schwab. Earlier in his career, he spent seven years at a predominantly public sector contractor, where his involvement in the proposal and estimating process contributed to a bid win rate exceeding 40 percent and more than $35 million in annual general contracting and self performed construction revenue.
His technical expertise includes estimating, plan review, bid leveling, value engineering, procurement, subcontractor management, conceptual budgeting, cost analysis, scheduling, and risk evaluation across structural, MEP, finishes, site work, and specialty systems.
Sectors
Flood’s estimating and preconstruction experience supports Plescia’s broad commercial construction portfolio, including:
• Commercial interiors and tenant fit outs
• Retail and multi location rollout programs
• Medical, laboratory, and life sciences facilities
• Industrial and warehouse construction
• Mission critical and high reliability environments
• Hospitality, education, and multifamily residential
• Core and shell and ground up construction
Leadership Comment
“Glenn brings the level of technical depth and discipline our preconstruction team needs as we continue to expand. His experience across commercial interiors, retail, healthcare, industrial, and institutional work, combined with a strong background managing complex bids for major clients, makes him an excellent fit for the projects we deliver. Strong preconstruction leadership creates better outcomes throughout the entire project lifecycle.”
