WOODWARD, Okla. — Evolve Construction and Restoration today announced the Community Restoration Drive, a partnership with ClearAirCheck, Priority Labs and licensed public adjusters to educate and assist homeowners in Woodward, Oklahoma and Lubbock, Texas affected by smoke and fire contamination events. The initiative follows the team's deployment in Altadena and Pasadena, California, where the same coalition helped more than 1,000 homeowners preserve and restore more than $100 million in smoke and fire damage claims following the 2025 Los Angeles wildfires.
Proven Results From the 2025 California Wildfires
The Evolve coalition's response to the 2025 Los Angeles wildfires established the operational model now being applied in Oklahoma and Texas. Working across Altadena and Pasadena — two of the hardest-hit communities, where more than 13,000 homes that remained standing were nonetheless affected by smoke contamination — the team completed industrial hygiene assessments, laboratory analysis and full restoration for more than 1,000 households, preserving more than $100 million in insurance claims that may otherwise have gone underpaid.
"Visible fire damage is only the beginning. The real threat is what you cannot see. The Community Restoration Drive puts all the pieces together: expert testing and lab analysis, fair insurance advocacy and professional restoration that brings homes back stronger and safer."
— Jaser "Jay" Zaabri, founder and chairman, Evolve Holdings.
Laboratory Results: Woodward, Oklahoma
Environmental surface samples collected across the Woodward area and analyzed by Priority Labs, a nationally accredited environmental testing facility in Indianapolis, Indiana, detected measurable combustion-related particles inside multiple structures. Findings include soot concentrations as high as 20% at a Main Street Woodward location and combustion particles detected inside an HVAC system sample, indicating active indoor air circulation of contamination.
Sample Results — Priority Labs, Indianapolis, Ind.
Clearwater Location: 10% soot, 3% char, 1% ash-like soot
Ashwood Location: 15% soot, 1% char, 2% ash-like soot
Protection Location: 3% soot, 3% char
Woodward Diner: 2% soot, 5% char
Main Street Woodward: 20% soot, 3% char
United Supermarket: 10% soot, 3% char
AC Vent Sample: 5% soot, 2% char, 1% ash-like soot

"Without proper testing, many affected properties would go untreated. A 20% soot concentration at an occupied commercial location is a measurable contamination finding that warrants professional assessment."
— Dr. John Shane, Priority Labs, Indianapolis, Ind.
National Legislative Momentum
The initiative follows regulatory and legislative action in California and Colorado. In October 2025, Colorado's Division of Insurance issued Bulletin B-5.53, prohibiting insurers from applying sublimits or coverage carve-outs that reduce compensation for wildfire-related smoke, soot, ash, odor or char damage. In March 2026, California introduced Assembly Bill 1795 — authored by Assemblymember Mike Gipson and sponsored by Insurance Commissioner Ricardo Lara — which would establish enforceable standards for smoke damage testing, assessment and restoration following wildfire events.
"One of the biggest misconceptions homeowners have after smoke events is that no visible damage means no problem. Combustion particles can infiltrate HVAC systems, settle on surfaces and embed into porous materials long after a fire event has passed."
— Dave Carlson, Evolve Fire & Smoke operating partner.
“Smoke contamination doesn’t respect property lines or zip codes. What we’re finding in Woodward and Lubbock mirrors exactly what we documented in Altadena and Pasadena — combustion particles infiltrating HVAC systems, embedding into porous building materials and circulating through occupied spaces long after the visible fire event has passed. The lab data from Priority Labs confirms what industrial hygiene science has shown for decades: if you were in the smoke path, you need to test before you assume you’re safe. The Community Restoration Drive exists to make that process accessible, documented and defensible for every homeowner and business owner we serve.”
— Licensed Industrial Hygienists, ClearAirCheck.com
Partnership and Services
The Community Restoration Drive delivers a coordinated recovery pathway across four service areas:
Environmental assessment: ClearAirCheck conducts field industrial hygiene testing, HVAC inspection and contamination mapping.
Laboratory analysis: Priority Labs provides nationally accredited particle identification and combustion byproduct documentation.
Claims advocacy: Chris Dorris of KeyAdjusters.com serves Woodward-area homeowners; Alpha Public Adjusters (alphapublicadjusters.godaddysites.com) serves the Lubbock, Texas region.
Restoration: Evolve Construction and Restoration provides full-scope physical restoration. The company holds IICRC and HAAG certifications and offers a 100% satisfaction guarantee and 60-day completion pledge on every project.
"Homeowners in this region are filing claims without knowing that invisible smoke contamination may be the most significant damage in their property. Our role is to ensure they are informed before an adjuster closes their file."
