In 2025, change was the only certainty. With President Donald Trump returning to the White House, policy decisions made under former President Joe Biden were suddenly subject to reversal. That meant some of the former administration’s signature infrastructure legislation, including the Infrastructure Investment and Jobs Act, hung in limbo, at least temporarily.
