- As of Aug. 22, the U.S. Environmental Protection Agency had 129 highway projects under review for permits, and the American Road & Transportation Builders Association says they are "monster" jobs.
- Construction permits that need Army Corps of Engineers approval are being held up because Department of Defense workers allowed to return to work are only those whose jobs directly affect troops.
- The National Association of Clean Water Agencies says states may see holdups in revolving fund allocations for their projects if the shutdown, which began Oct. 1, goes on for two or three weeks.

The American Institute of Architects says design firms that are getting back on their feet after the recession could suffer if work they are doing now runs out of dedicated funds and no new spending plan is in place. The American Association of Port Authorities says leftover money from Fiscal Year 2013 kept Corps workers on their civil works projects for a week, but that source is running out.
