The World Road Association, also known by the acronym of its French name at its founding, PIARC, has national committees in 37 countries that it draws on for what highway engineers and builders have learned. The report looked at ways to quiet roads after construction and ways to plan for quieter pavements ahead of building, and it says that it expects planning for reduced noise to be "the most cost–effective and efficient approach."
