Dive Brief:
- An apartment- building collapse in the North Korean capital of Pyongyang last week is being blamed on construction work still going on at the building, according to a rare government report.
- The Korean Central News Agency Sunday disclosed that the 23-story building broke apart to an unknown extent and "claimed casualties," among what may have been as many as 92 families who had already moved in.
- North Korea said work on the building "was not done properly and officials supervised and controlled it in an irresponsible manner."
