Hensel Phelps is adding another airport project to its portfolio — the city of Boise, Idaho, tapped the builder for its Concourse A and Terminal Improvements job. The contract carries a not-to-exceed price tag of $700 million for projects through 2029, according to a Sept. 3 news release.
The city council picked Hensel Phelps at its Aug. 19 meeting for a construction manager/general contractor contract, also known as a construction manager at risk delivery method, according to the news release. Improvements to the joint civil and military airport will include:
- Concourse A, with up to 10 new gates to accommodate future passenger growth and air service offerings.
- An expanded back-of-house baggage handling system.
- A central utility plant.
- Two phases of enhancements to improve passenger flow and increase capacity in the existing terminal.
The Concourse A and Terminal Improvements projects are part of Boise Airport’s broader BOI Upgrade capital development program, which is designed to meet the needs of Boise and the broader Treasure Valley region, per the release.
Since 2014, the airport has seen an 81% increase in passenger traffic and reached nearly 5 million passengers in 2024. Passenger volumes in the first half of the year have already surpassed 2024’s record-setting numbers, according to the city.
The city chose the CM/GC, or CMAR, method to ensure collaboration, flexibility and cost certainty, according to the release. Indeed, the delivery method has become popular with states looking to build complex infrastructure.
And Hensel Phelps has no shortage of experience — in 2025 alone, the contractor has worked on several major airport projects, including the $2 billion John Glenn International Airport in Columbus, Ohio; the $1.5 billion Tampa International Airport Airside D project in Tampa, Florida; and the reworking of Concourse A at Nashville International Airport in Nashville, Tennessee, a $1.5 billion total undertaking.
