Petroleum, Oil & Gas Corp. of South Africa (PetroSA) has been planning to erect a 400,000-barrels-a-day refinery in that country's Eastern Cape province, but it has been unable to get closure from all of the parties involved.
That includes the South African government, which is the company's biggest shareholder, Engineering News Record reported.
Houston-based KBR did the front-end engineering and design work in 2009, ENR said.
The project now has a hoped-for completion date of 2016.
"It is estimated that by 2020 South Africa will have to import 180,000 barrels per day of gasoline and diesel if there is no significant investment in local refining capacity," PetroSA says.
