The U.S. and most states have been involved in talks to settle alleged violations related to bank staffers "robo-signing" foreclosure documents, and bank concessions could total about $19 billion.
The talks have involved Ally Financial Inc., Bank of America Corp., Citigroup Inc., J.P. Morgan Chase & Co. and Wells Fargo & Co. The settlement could get up to $25 billion if California, which pulled out of the talks this fall, signs on.
