Stephen E. Sandherr, AGC's chief executive, said the timing for the veteran-construction program is good because two-thirds of contractors are reporting that they have trouble finding workers. Construction companies find it difficult to identify service men and woman who are near the ends of their enlistments and will want private-sector jobs, Sandherr said.
