Public housing in New York City is in bad shape, according a new report titled "How New York Lives."

At least 6,000 apartments under the purview of the New York City Housing Authority have broken or missing windows—up 945% since 2005, according to Comptroller Scott Stringer. He also noted rampant rat infestations, water leaks, peeling paint, and holes in walls for which the city has no repair plan.

The report is based on 2011 data from the city's department of Housing Preservation and Development and the U.S. Census Bureau's Housing and Vacancy Survey. Nearly half a million residents live in NYCHA housing.

NYCHA criticized the report, saying Stringer used outdated data to compile it. Officials said New York Mayor Bill de Blasio has pumped $210 million into the agency for repairs and upgrades since 2011.
